On May 10, Azerbaijani Foreign Minister Jeyhun Bayramov spoke about Armenia’s six-point proposal to Azerbaijan to sign a peace agreement. The Minister dismissed the document as a proposal.
Most likely, everyone saw the document mentioned by the Armenian side, because they disclosed it openly. But we can’t call it a proposal. When the document was presented, the Armenian side presented it as a reaction to Azerbaijan’s proposals. [which Azerbaijan sent to Armenia in March]

Despite what Bayramov said, the document has yet not been publicly accessible, and the Armenian officials have so far remained silent on the details of it.
What did Bayramov say about the document:
- Armenia claimed that Azerbaijan’s 21-February-dated five-point proposal was submitted to them in March. Bayramov replied that it was for the mediators to answer.
- Armenia has no territorial claims against Azerbaijan, and back in 1992, when Azerbaijan and Armenia joined the CIS, they recognized each other’s territorial integrity.
- Armenia stresses the importance of implementing the trilateral statements signed between the country’s leaders.
- The Armenian side finds it necessary to appeal to the Minsk Group co-chairs to maintain the mediation.
